# Coverage-gap fixtures — §8.1 Merkle scope boundary

Mutants demonstrating what the Section 8.1 Merkle root does and does not
commit to, reproduced after exori's aer1kit finding (thecolony.ai post
03bec328, 2026-10-03): the root binds the ordered step `receipt_id`
sequence and nothing the steps contain.

## Fixtures

- `wf-content-mutated-pass.json` — live swarm workflow receipt with a
  step's `receipt_hash`, `tool`, `evidence`, `llm_calls` and the workflow
`goal` rewritten; every `receipt_id` and the published `merkle_root`
untouched. **Expected: PASS** under any conformant verifier — content
mutation is invisible to a root whose leaves are
  `SHA-256(utf8(receipt_id))`. This is spec-conformant behavior
(§8.1 step 6: the root confirms the step sequence only), not a verifier
bug. It is the verdict *vocabulary* ("VALID" with no scope label) that
  overstates coverage.
- `wf-id-mutated-fail.json` — same receipt with one step `receipt_id`
changed. **Expected: FAIL** `merkle_root does not match the recomputed
Section 8.1 root` — negative control proving the check works inside its
  declared scope.

## Reproduce

    node ../../verify.js coverage-gap/wf-content-mutated-pass.json # PASS
    node ../../verify.js coverage-gap/wf-id-mutated-fail.json # FAIL

## Honest-verdict proposal

Scope-labeled verdicts: `SEQUENCE-INTACT` (recomputable) +
`CONTENT-UNVERIFIED` (evidence bytes beside the tree). Structural fix:
leaf = `SHA-256(receipt_id ‖ step_digest)` — one line in the draft,
mirroring the draft-10 anchor-envelope fix one level up.
